Emergency response teams of rescue bureau and squads of rescue bases shall be in a high alert state for 24hr standby. Despite undertaking rescue tasks in ports and offshore areas, they actively participate in recovery works arranged by local government in inland rivers, lakes, reservoirs and mines etc. Their tasks mainly involve rescue of vessels at sea, recovery in mine disaster, salvation of reservoir, searching of drowned casualties, assisting police in solving cases etc. Their working scope is not limited to R&S in port and offshore areas, but extends to recovery works in inland rivers and lakes thousands miles away and even far away.
A rescue station has three main functions: firstly, it is a supply base for rescue vessels and rescue aircrafts in the standby mode; Secondly, it may conduct quick rescue response within 50 NM along the coast; Thirdly, it may carry out emergency recovery operation in inland waters and rivers under its responsibility. Rescue stations had been already changed to multi-functional one from a pure supply station.
Emergency Response Rescue Teams of Rescue Bureaus are mainly responsible for waters under its coverage, local administrative region and inland navigational waters and reservoirs in its vicinity, etc. and provide cross-region assistance as requested by the superior when necessary.
Each squad of rescue stations are responsible for waters within 50NM from the station, local administrative region and inland navigational waters and reservoirs in its vicinity, etc. and offer cross-region assistance as requested by the superior when necessary.
When a grave marine incident occurred, R&S force should be mobilized and teamed up by MOC in accordance with requirement of the particular incident and conducted a joint rescue and salvage operation.
Emergency response rescue teams and squads shall be deployed in headquarters of rescue bureaus, rescue stations or on rescue vessels on standby duty, keep 24hr standby and conduct a rescue operation alone or in conjunction with rescue vessels and rescue aircrafts.
Emergency response rescue teams and squads shall study the characteristics of local weather of ports, rivers, lakes, and reservoirs and establish and perfect an emergency response pre-plan in accordance with the feature of R&S operations in inland waters of its vicinity.
In accordance with requirement of R&S is our chief task and training is our routine job, rescue vessels on duty shall strengthen the training with sub-militarized management standard with a view to consistently promote quick response and rescue ability.
