Characteristics and Rules of marine safety security and R&S operation

For the sake of scientifically, effectively and objectively deploying salvage vessels, aircrafts and emergency response rescue teams and squads, China Salvage had organized experts to conduct investigation on marine incidents occurred along Chinese coastline, tendency of development of shipping and fishing, marine meteorology and environment in ports and bays.
Statistics obtained from above investigation and analysis shows that: the most important water areas for marine transportation are Bohai Bay, Chen shantou water, Changjiangkou, Zhoushan water, Taiwan strait, Zhu Jiangkou, Chiungchow strait, as well as Sanxia reservoir area of Yantze river, which are all featured with high traffic density, busy cargo and passenger transportation and tough marine environment.
Statistics obtained from analysis of R&S operation in recent years
1)Grave marine incidents with massive casualties are easily occurred on ro-ro vessels, passenger ferries, high speed passenger vessels and chemical vessels. In the past few years, grave incidents took place on 6 ro-ro vessels, causing death of hundreds of passengers, therefore, safety of ro-ro vessel becomes paramount in marine safety security.
2)In winter, the number of distressed vessel occupies 46% of total amount due to strong monsoon and tough sea condition. During R&S operation in bad weather and heavy sea, speed of salvage vessel would suffer a great loss due to proceeding into wind and wave, consequently arrival time would be prolonged.
3)Most of distressed vessels were out of port when the incident occurred and 80% incidents occurred on the route within 50 NM from shore. In the past, salvage vessel were undertaking standby duty in port, far away from incident spot, and had to take time for departure, sometime had to wait for rising tide, which prolonged arrival time in incident spot.
4)Establishment of an air-sea salvage network is the tendency for life saving at sea, with which salvage aircrafts and vessels are able to supplement each other so that search and rescue can be performed jointly.

At 0605hrs 28 oct.,2001, Ro-Ro vessel “Tong Hui” caught fire and went capsized following sudden explosion, 32 passengers and crew were in danger, among them 5 people rescued, 21 bodies recovered and 6 missing.

 

At 1400hrs 16 Nov.,2004, Ro-Ro vessel “Liao Hai” caught fire in Dalian port. Thanks to the incident took place at day time within Dalian port and there were a number of ships in its vicinity, all 340 people were rescued.

 

On 17 oct., 1999, Ro-Ro vessel “Sheng Lu” was capsized and sank off Dalian port, 125 people were in distress, among them 1 died and 1 missing.

 

On 13 May, 1997, Ro-Ro vessel “Lu Bo Du 2” collided with vessel “Yu Cheng” in Laotieshan fairway and sank, 7 people missing.

 

On 24 Nov., 1999, Ro-Ro vessel “Da Shun” were on fire and sank, 302 people were in distress with 22 rescued and 280 died or missing.

 

At 1430hrs 22 Feb., 2003 Ro-Ro vessel “Liao Liu Du 7” went capsized in water area of 8 NM north-west of Beituodao of Bohai strait, all 81 distressed people were rescued with 4 died after emergency medial treatment due to over-low temperature of sea water.
