According to the Implementation plan of Restructuring Rescue and Salvage system approved by the Ministry of Communications, state development planning commission, state economy and trade commission, Ministry of Finance, Ministry of labor and social security, and office of central committee on organizational structure, the Implementation plan of restructuring Rescue and Salvage system was put into effect officially on June 28, 2003. In accordance with the request of “to build up a national maritime professional R&S force with unimpeded obedience of government instruction, quick response, excellent equipment, capable staff, perfect skill and indomitable spirit” and “to carry out all-weather R&S standby and watch system and build up an emergency response and R&S mechanism with a view to fulfill the international obligation and the national responsibility”, the Ministry of Communications has strengthened the construction of three Rescue Bureaus, three Salvage Bureaus and four Rescue Flying Services, which undertake, under the leadership of Rescue and Salvage Bureau of the Ministry of Communications, their sacred duty for rescue and salvage in each area under their jurisdiction. From then on, rescue and salvage entered into a new development period.
Facing new system, new requirement and new mission, the Ministry of Communications carefully reviewed and analyzed achievement made in the last 50 years on protection of marine shipping safety, ocean exploration and marine environment, on implementation of international convents and on performance of rescue and salvage, and creatively put forward a new strategic proposal which suits the demand of new situation, that is dynamic R&S standby and watch system.
Dynamic R&S standby and watch system is focused on life-saving at sea and honors salvage idée of time is life and speed is hope, with which emergency response ability and speed are promoted, distance from salvage vessel to the incident spot shortened, consequently, arrival time reduced and R&S efficiency promoted.
After being carried out for 1 year, the system has obtained high praise from people at all levels due to salvage effectiveness has been remarkably improved.
The implementation Guideline for Dynamic R&S standby and watch system mainly includes characteristics and regulations of maritime safety security and R&S, the basic principles of dynamic standby, deployment of salvage vessels, rescue aircrafts and emergency response units and R&S organization and command procedure, etc.  Professional, high-tech, and practicable, the guideline will have a good directive impact on R&S management, coordination, support and cooperation.
