Dynamic R&S standby and watch system (temporary provisions)

Chapter 1   General provisions

Article 1  the dynamic R&S standby and watch system is made with a view to improve lives-saving ability of state professional R&S force at sea, enable them to perform a quick and effective R&S operation, scientifically deploy salvage resources and enhance the management of R&S standby and watch, in accordance with the requirement of implementation plan for restructuring R&S system, that is execution of all-weather marine R&S standby and watch system, establishment of quick response and emergency salvage mechanism and actual action to fulfill international obligation and national responsibility.
Article 2  The main objective of the dynamic R&S standby and watch system is to scientifically deploy R&S resources for quick response and shorten the distance and arrival time of R&S units to the distressed spot so as to enable R&S units to reach the spot in a first possible time and perform an effective salvage operation.
Article 3  The system is applicable to every professional R&S institute of the Ministry of Communications and its salvage vessel, rescue aircrafts, and emergency response units.

 

Chapter 2 Basic principles of Dynamic R&S standby and watch system

Article 4  The dynamic R&S standby and watch system is established after completion of salvage structure reform, basic requirements of which are closer to traffic route, more salvage standby points, dynamic standby and quick response at any time.
i)closer to traffic route  salvage standby points shall be positioned in the interest of specific characteristic of each salvage responsibility area and be deployed as close as possible to high-accident water, route of passenger vessel, ro-ro vessel, fast vessel, cruise ship and chemical vessel, high-traffic route and anchorages.
ii)More salvage standby points  salvage standby points shall be deployed in accordance with requirement of salvage responsibility area and local marine environment, available salvage vessel, number of helicopters and their technical characters, as well as plan for future equipment investment with a view to continuously increasing density of salvage standby points.
iii)Quick response   Salvage vessel on standby duty shall flexibly move from one station to another according to strategy of quick response, local meteorology, tiding and traffic density etc so as to always keep its position in the upwind direction of possible accident water and save response time.
iv)Integration of standby and train   In accordance with requirement of R&S is our chief task and training is our routine job, salvage vessels on standby duty shall strengthen the training with sub-militarized management standard with a view to constantly promote quick response and salvage ability.
v)Consistently ready to respond
Salvage vessels on standby duty shall be always kept in a good working condition with
all crew in their own position to be ready for response upon reception of R&S
instruction within stipulated time.
vi)Air-sea salvage  
Salvage vessel, helicopter and contingent rescue squadron shall be coordinated to form a dynamic and inter-reinforced salvage network, performing R&S watch.

 

Chapter 3   Division of Salvage Assurance Area

Article 5  Salvage and rescue bureau of MOC has divided his whole coverage area into different divisions for separate salvage responsibilities.
Article 6  Beihai Rescue Bureau of Ministry of Communications is responsible for the water area northern of line from Xiuzhenhekou(35°05′10″N119°18′15″E) to the north extremity of pingshandao(35°08′20″N119°54′30″E) and 35°08′30″latitudinal line.
Article 7  Donghai Rescue Bureau of Ministry of Communications is responsible for the water area between southern of the line from Xiuzhenhekou(35°0510″N119°18′15″E) to the north point of pingshandao(35°08′20″N119°54′30″E) and 35°08′30″latitudinal line and northern of 135°bearing line of Gongkoutou .
Article 8  Nanhai Rescue Bureau of Ministry of Communications is responsible for water area southern of 135°bearing line from Gongkoutou.
Article 9  Each Rescue flying service is responsible for water area within a radius of 110NM from landing airfield as the datum point. In the event that rescue aircrafts are transferred to other airfield, the responsibility area shall be reploted with the new airfield as the datum point.
Article 10  Emergency response rescue teams and squads are mainly responsible for salvage and rescue in its own responsibility water, local administrative region and inland navigational waters and reservoirs in its vicinity, and provide cross-region assistance as requested by the superior when and as necesR&Sy.
Each squad of salvage stations are responsible for waters within 50NM from the base, local administrative region and inland navigational waters and reservoirs in its vicinity, etc. and offer cross-region assistance as requested by the superior when necesR&Sy.
Article 11  When a grave marine incident occurred, R&S force should be mobilized and teamed up by MOC in accordance with requirement of the particular incident and conducted a joint salvage and rescue operation.

 

Chapter 4 establishment and selection of salvage standby points

Article 12  Establishment of salvage standby points shall be under the full consideration of, but not limited to the following factors:
i.Characteristic and rule of marine incidents and disasters along Chinese coastline;
ii.Requirement on safety security in waters of “four division and one line” and “four type of passengers and one chemical vessel” determined by MOC.
iii.Water depth;
iv.Influence of weather change;
v.Impact of season change;
vi.Traffic density;
vii.Navigational environment of port;
viii.Sheltering condition from wind and wave;
ix.Development tendency of shipping, fishing and marine tourist industry ,etc.;
x.Coverage of salvage assurance;
xi.Current situation of professional salvage and rescue force and its development, etc.
Article 13  Salvage standby points shall be established based on salvage stations and rescue airdrome under the principle of “moving closer, more salvage standby points and quicken response”. Number of salvage standby points established shall be determined but not limited in terms of salvage and resource resources.
Article 14  Newly established salvage station shall be positioned as close as possible to high-accident waters, coastline, open water and important traffic route.
Article 15  R&S Bureau of Ministry of Communications is entitled to increase or decrease the number of salvage standby points in terms of actual requirement of life saving at sea.
Article 16  As for Bohai Bay, Zhoushan water and Chiungchow strait, featured with high density of route of ro-ro vessels, chengshatou water, Changjiangkou and zhujiangkou water, featured with high occurrence of accident, more salvage standby points shall be established to protect safety.
Article 17  There are 73 salvage standby points established in salvage and rescue responsibility area of S&R bureau of MOC, among them:
I)24 salvage standby points are established in the coverage area of Beihai Rescue Bureau, that is
i)Beihai NO.1 salvage standby point in the middle of traffic route between Yantai and Dalian(position in winter is 38°35′N , 121°48′E; position in other seasons is  38°19′N/121°46′E).
i.Three salvage standby points in Bohai strait, such as Nachenghuan salvage station wharf, Miaodao and Longkou.
ii.Beihai No.3 salvage standby point in the middle of traffic route between Lushun and Qinhuangdao with a view of strengthening salvage assurance force in northern water of Bohai Bay, as well as the safety of ro-ro vessels on the route of Tianjin to Dalian or Lushun(position 39°10′N/120°15′E).
iii.Tianjin base wharf, Dagukou anchorage and Beihai No.2 salvage standby point (position 38°50′N/118°25′E).
iv.Qinghuandao base wharf, qinhuangdao outer anchorage and Jintanggang port.
v.Dandonggang outer anchorage,Haiyangdao.
vi.Lushun base wharf, dalian anchorage and Dasanshandao.
vii.Yantai base wharf , Yantai outer anchorage.
viii.Beihai No.4 salvage standby point, Shidaogang port and Longyangang port.
ix.Qingdaogang port, Chaoliandao and huidao.
(II)there are 26 salvage standby points in salvage and rescue responsibility area of Donghai rescue bureau, that is:
i.Lianyungang base wharf , Lianyungang outer anchorage and Donghai No.1 salvage standby point (position 34°10′N/121°49′E).
ii.Donghai No.2 salvage standby point (position 31°04′N/122°33′E), lvhuashan ,Waigaoqiao wharf, Donghai Rescue Bureau wharf, Yanshan, Chengsi .
iii.Ningbo base wharf, Putuoshan anchorage, xiaosimen outer anchorage,Jintang anchorage.
iv.Wenzhou base , Taizhouliedao, Dongtou .
v.Fuzhou base, Shacheng, Xiyangdao, Dinghaiwan gulf .
vi.Haitanhaixia strait , Meizhouwan gulf ,outside of Guanzhou gulf.
vii.Xiamen base wharf, Xiamen port outer anchorage,Dongshandao .
(III)There are 23 salvage standby points in salvage and rescue responsibility area of Nanhai rescue bureau, that is:
i.Shantou base wharf, Nanaodao, Guangaowan gulf, Jieshiwan gulf.
ii.Shilou base , Shekou ,Guishan , Dapengwan gulf.
iii.Zhanjiang base wharf, Wuzhoudao, Yangjiang, Daohuangjiang anchorage.
iv.Haikou base wharf, Haian, Yangpu .
v.Beihai base wharf, Weizhoudao, Fangcheng port.
vi.Sanyan base wharf, Yinggehai sea, Sanya outer anchorage, Lingshuiwan gulf .
vii.Xisha
Article 18  There are 15 salvage standby point for rescue aircrafts in rescue and salvage responsibility of R&S Bureau of MOC, that is:
i)6 salvage standby points for rescue aircrafts in northern water of China, that is, Dalian , Penglai , Dongying, Rongcheng, Tianjin and Qingdao .
ii)5 salvage standby points for rescue aircrafts in eastern water of China, that is Lianyungang, Shanghai , Wenzhou , Fuzhou , Ximen.
iii)4 salvage standby points for rescue aircrafts in southern water of China, that is Zhanjiang, Zhuhai, Haikou, Sanya.
Article 19  Temporary landing points and backup airfield ascertained by rescue flying services may be recruited as salvage standby points for rescue aircrafts upon approval from R&S Bureau of MOC.
Article 20  R&S standby and watch positions for emergency response rescue teams and squads are in headquarters of each Rescue Bureau, salvage stations or salvage vessels on standby duty.
Article 21  Under the overall arrangement of the R&S Bureau of Ministry of Communications, salvage vessels are entitled to flexibly choose salvage standby points in certain degree to carry out standby duty according to on-scene situation of their responsible water, however, shall obtain approval from rescue bureau and report to R&S Bureau of MOC accordingly.
Article 22  Salvage vessels shall be familiar with environment elements such as local meteorology, tiding and traffic density, etc. and may take pre-action to adjust its standby position in the event of any change so that the vessel could be kept in the upwind direction of area where marine incident likely occurred and emergency response speed, therefore, could be promoted.
Mobilization and cruising activity of salvage vessels between salvage standby points shall be deemed as on standby duty.
Article 23  During execution of standby duty, if the captain of salvage vessel deems his or her vessel in danger under bad weather in heavy sea, he or she is entitled to select a safe place to continue standby when and as appropriate. Normally application of the action shall be made to authorities in advance level by level and be executed upon reception of approvals. In special circumstances, the action can be taken as the application is being forwarded.
Article 24  The salvage vessel on standby duty on Beihai No.1 salvage standby point may move to upwind water area when wind force exceeds 9 or service of ro-ro vessels are suspended.
Article 25  Relieving(substituting), training and replenishing of salvage vessels shall be well arranged by each rescue bureau with no vacant salvage standby point.
Article 26  Each Rescue Flying service shall tighten the coordination with relevant departments of the local government, constitute pre-plan for aircraft’s transferring from one airfield to another, take actual actions for flying security protection and enlarge R&S coverage area of rescue aircrafts.
Article 27  The traffic route of ro-ro vessels between Yantai and Dalian in Bohai Bay shall be under extreme safety protection. Rescue aircrafts shall be deployed in Yantai and Dalian for standby, and temporary landing areas shall be appropriately selected as salvage standby points for rescue aircrafts, so that a sea-air salvage network covering Bohai bay is established.

 

Chapter 5  Deployment of salvage vessels for R&S standby and watch

Article 28  Salvage vessels shall be deployed in accordance with annual standby deployment plan made by Rescue and Salvage Bureau of MOC. The number and density of salvage vessels on standby duty shall be determined by Rescue and Salvage Bureau of MOC based on requirement of different waters in different period.
Article 29  Newly built or purchased salvage vessels of Rescue Bureaus shall be timely deployed to salvage standby points, undertaking standby duty. In case that none adequate salvage vessels were available for R&S standby and watch owing to requirement of R&S or other particular reason, other vessels could be rented upon approval of Rescue and Salvage Bureau of MOC.
Article 30  Well-equipped powerful salvage vessels shall be deployed on Beihai No.1 station on traffic route between Yantai to Dalian, Yantai water, Changjiangkou, Zhoushan and Mingjiangkou water, Zhujiangkou water and Chiungchow strait for R&S standby and watch.
Article 31  During typhoon season, winter, spring transportation and important holidays, salvage vessel shall not be overhauled in principle. Rescue Bureaus shall arrange salvage vessel to standby as many as possible so as to densify salvage standby points and shorten distance of emergency response.
Article 32  Duty operator of salvage vessel shall maintain standard watch and standby in compliance with watch-keeping regulation, find or detect changes happened in the water under his coverage as early as possible and conduct appropriate response in accordance with relevant regulations.
Article 33  During standby, all crew and rescuers on salvage vessels shall be on their own position, vessels  shall be maintained in good condition, provision and fuel stowed shall be enough for 15 days, fire-fighting appliances shall be in good working condition and foam shall be reserved according to capacity of foam tanks. 
Article 34  Response time for salvage vessels: powerful all-weather salvage vessels shall respond within 30 minutes upon reception of rescue instruction, Fast rescue vessels shall respond within 20 minutes and high speed rescue crafts shall respond within 10 minutes. In winter (from 1 Nov., to end of Feb., next year) , response time for each vessel is prolonged 10 minutes on the time stipulated above.

 

Chapter 6 Deployment of Rescue aircrafts for R&S standby and watch

Article 35  Deployment of rescue aircrafts shall be made under the comprehensive consideration of different requirement on R&S in different season and water, and with dynamic allocation of resources of all rescue flying services.
Article 36  Rescue aircrafts deployed at each salvage airdrome(including rented and jointly used) shall arrange standby watch in accordance with related stipulations.
Article 37  Response time for rescue helicopters is as follows:
i)The Rescue Helicopters shall take off in 45 minutes upon reception of instruction or distressed information;
ii)A backup aircrew shall be ready for taking off in 60 minutes upon reception of instruction or distressed information and takes off upon order.
iii)In special circumstances, the aircrew may take off as soon as possible if actual situation allows and flying safety is guaranteed.

 

Chapter 7 Deployment of emergency response rescue team for R&S standby and watch

Article 38  An emergency response rescue team shall be established by each rescue bureau and emergency response rescue squad shall be established by each salvage station. These emergency response rescue teams and squads shall be deployed in headquarters of rescue bureaus, salvage stations or salvage vessels on standby duty, keep 24hr standby and conduct a salvage operation alone or in conjunction with salvage vessels and rescue aircrafts.
Article 39  Emergency response rescue teams and squads shall study the characteristics of local weather of ports, rivers, lakes, and reservoirs and establish and perfect an emergency response pre-plan in accordance with the feature of R&S operations in inland waters of its vicinity.
Article 40  Emergency response rescue teams and squads shall train hardly and strive to quicken emergency response so as to play their function as expected in R&S operation and disaster relief.
Article 41  Salvage stations shall fulfill their obligation as a supply base and salvage foreland and offer support and service in all respects to R&S force.

 

Chapter 8  Supervision and inspection on the execution of dynamic R&S standby and watch system

Article 42  The R&S Bureau of Ministry of Communications is responsible for Supervision and check on the execution of dynamic R&S standby and watch system. Each Rescue Bureau and rescue flying service  is responsible for the specific management.
Article 43  Each Rescue Bureau shall take a strict control on position of salvage vessel on standby duty and forward the dynamic report of salvage vessels to the control office of R&S Bureau of MOC before 2000hr everyday. Position change of salvage vessels shall be timely reported.
Position adjustment of salvage vessels in Bohai Bay, Changjiangkou, Zhoushan water and Chiungchow strait during important festivals or holidays, spring transportation and two Conferences, etc. shall be conducted upon approval from R&S Bureau of Ministry of Communications.
Article 44  Salvage vessel on standby duty shall maintain standard listening watch on GMDSS, keep a good communication contact and accept a supervision and inspection of standby control departments on shore.
Article 45  Each Flying service shall report and forward flight plan of next day to the control office of R&S Bureau of Ministry of Communications before 1700hrs every day. In the event that the flight plan cannot be executed or the backup plan is activated due to weather or maintenance, report shall be made timely.
Article 46  The unit or person, who strictly carry out this system and perform their duty seriously, shall be awarded and praised by the superior. The unit or person who violate this system shall be criticized and educated or administrative punishment shall be deserved. In case of serious consequences were caused, the responsibility shall be traced back level by level.

 

Chapter 9  Supplementary provisions

Article 47  Salvage standby points are the places where salvage vessels stand by and maintain R&S watch, which are determined under the principles of closer to traffic route, more stations, dynamic standby and quick response at any time, in order to quicken response and promote salvage effectiveness.
Article 48  Each R&S organization shall take measure to ensure effective implementation of the dynamic R&S standby and watch system as necesR&Sy.
Each Salvage Bureau shall strictly carry out the Administration of coordination and command of professional refloating vessels(temporary ), and simultaneously keeps the certain emergency rescue and salvage units at sea area of its responsibility and be ready to carry out emergency rescue task at any time as instructed by Rescue and Salvage Bureau of the Ministry of Communications.
Article 49  the system will be construed by Rescue and Salvage Bureau of the Ministry of Communications.
Article 50  The system will come into effect as of January 1, 2005.
